Critical Success Factors for the Briefing Process of Public Private Partnership Projects: Opinions from the Public Sector
The briefing stage in public private partnership projects in the construction industry undertakes many considerations. Decisions made in this stage have a far-reaching influence to the rest of project life cycle. In this paper, four categories of success factors, (i.e. procurement-related, stakeholder-related, risk-related and finance-related), are systematically identified through a systematic research approach. Four lists of factors are identified from literature review, three interviews are arranged to confirm them, and sub-factors under each category are determined by a questionnaire survey which focuses on the public sector. Ranking lists of factor categories are presented on consideration of background information. Output of this work aims to facilitate the public sector to focus attention on more critical success factors in briefing.
