Research on Management Mode of Government Investment Project in Heilongjiang Province
Since the implementation of the construction agent system mode, the Heilongjiang province has achieve remarkable results in government investment project management, however, the kind of model is single and procedure is relatively rigid, with some other problems such as unreasonable risk transfer, unsound mechanisms, no play the role of intermediary. This paper analyzes quo of domestic and Heilongjiang province government investment project management and the main problems mentioned above, proposes Heilongjiang province should use “double-tier construction agent system and a variety of development models as well as related optimizers, which is conducive to the establishment of a better model of government investment construction projects management.
