Analysis and Countermeasures of Government Risks in Shantytowns Transformation

Government, as the leading force of the shantytowns transformation, has to face a variety of risks that may cause loss in shantytowns transformation process. In this paper, Harbin shantytowns transformation is taken for example and risks that can cause loss to economy or society harmony are analyzed in three stages: demolition phase, construction phase and move-back phase. Based on this, the Analytic Hierarchy Process (AHP) is taken use of to comprehensively rank government risks with importance, and it is indicated that with limited resources available, high-loss risks can be controlled in accordance with the order. Legislation of forced evictions, promote of cooperation of government and enterprises, project bundling, financial combination between the government and enterprises, funding and personnel audit, build up of housing security quality standard system, enforcing job placement of the residents, opening up of housing security resources, allocation by district of low-cost housing are countermeasures to ensure the smooth transformation of shantytowns in Harbin.
