Research on Urban Energy Infrastructure Investment Effect Appraisal Based on Value Engineering Theory

Energy is the important foundation to support urban economy and society system running. The continuance and stabilization of energy supplying is an important condition to achieve urban economy’s healthy development and society’s harmonious development. Urban energy infrastructure is a main part of urban infrastructure system, which is the life line to urban production activities and people’s living. Appraising the investment effect of urban energy infrastructure scientifically is important to enhance urban energy infrastructure investment effect. The paper analyzed the categories and characteristics of urban energy infrastructure firstly. After that, established the urban energy infrastructure investment effect appraisal model based on value engineering theory, put forward the method to calculate the investment index and function index, and established the function appraisal indexes system of urban energy infrastructure. We hope the research will benefit the practice.
