摘要：

With a brief introduction of the background and framework of programmatic clean development mechanism (PCDM) projects, the paper analyzes the status of building energy consumption and the dilemma of developing PCDM projects. The paper indicates the potential and the perspective of implementary PCDM projects in Construction field.
