Promoting ESCOs in China: Special Barriers and Targeted Measures
Since China has become the second largest energy consumer and carbon dioxide emitter, its issues of energy consumption and environmental pollution are catching the world’s eyes. Energy performance contracting has proven to be an effective market-based solution for reducing energy waste and improving energy efficiency in the Chinese economy. However, the energy service market in China is far from utilizing its full potential due to a variety of market and institutional barriers. Accordingly, China needs to find its own ways of developing a local energy services industry which best suit its national conditions. This research reviews and identifies the barriers which hinder the global ESCO business in general. Next, with a spotlight on the peculiarities and special features of the ESCO industry in China, this research investigates both the special issues and targeted measures for ESCO success in China, thereby helping the top management in deciding the priority to facilitate the healthy development of a national energy services industry in China.
