Research on Ezcitation Policies and Mechanisms for Energy Efficiency Renovation of Ezisting Residential Buildings in Northern Aeras of China
The energy efficiency renovation of existing residential buildings in northern areas of China is hard to be supported by all the stakeholders, because it needs high finance and payback period is too long. Chinese government encourages this task through loaning at a discount interest rate and replacing bonus with rewards. But it has been proved by practices that these excitation policies and mechanisms hasn’t get obvious effects. The paper first introduces excitation policies and mechanisms which the energy efficiency renovation of existing residential buildings in northern aeras of China has carried into execution up to now. Second, excitation models are analysed and investigated in use of system economics, then current excitation policies and mechanisms at home and abroad are compared in many ways, using comparative economics. In the end suggestions about improving excitation policies and mechanisms are proposed in this paper.
