The Evaluation of Economic Efficiency of Energy Saving Improvement of Ezisting Buildings by the Life Cycle Cost Analysis

Implementation of energy-saving building in the heating Northern is an important field for energy conservation, which is greatly significant for evaluation of existing buildings’ energy-saving economic benefits and formulation of economic incentives for promoting energy-saving transformation. This article based on theory of project life-cycle costs, firstly established the basic framework of project whole life-cycle for energy-saving transformation, also analyzed the components and methods for calculating. By citing this case, case of Tangshan, which is listed in ‘ China Existing Building’s Energy-saving Transformation cooperated by China and Germany. quantitative analysis was adopted for saving of energy, coal and electricity after heating systems being installed, besides, with the help of ‘Comparative Method’, economic benefits of featured projects were analyzed by calculating indicators, such as static investment payback period and internal rate of return. Evaluation results show that energy-saving transformation for existing buildings features large investment and low yield, thus the government need to formulate economic incentives to reconcile ‘market failure’ problems. Results of this study can be referenced by the government when formulating economic incentives for promoting energy-saving transformation.
