Research on Problems and Countermeasures of China’s Infrastructure Investment under the Conditions of Economic Crisis
Now the economic crisis sweeps the entire world, so how to maintain stable and rapid economic development is an important issue to people. For the positive correlation between investment in infrastructure and economic development, increasing investment in infrastructure is one of the means to promote economic growth. After this economic crisis happened, China announced “4 trillion central investment project from the end of 2008 to the end of 2010.In this article, it shows the weak scientific decision of Chinas investment in infrastructure management system, irrational structure of infrastructure investment, the maintenance of monopoly situation, the lack of a competitive mechanism, the lack of financial capital investment, the narrow financing channels, the delay of law and regulations, the irregularities and serious corruption of the project construction. Combining with the evaluation index system of infrastructure and the general model of management performance evaluation of the construction of infrastructure investment and financing, this article proposes that we should establish a variety of investment models of infrastructure, establish the urban management concept, improve relevant laws and regulations, establish infrastructure investment law, make a clear distinction between the functions of government administration and enterprise management activities, as soon as possible carry out the policies for the separation between government and enterprises, and give targeted advice for the improvement of the existing infrastructure investment.
