Research on Problems and Countermeasures of the Property Management in Harbin

Since the property management industry in Harbin started fairly late, and there are many obvious problems still existing, such as the poor quality and the unclear sense of service, the proprietor committee without civil person qualification, the empty-shell-like proprietor self-government organizations, the lag of legislation and internal conflicts of regulations, the unfinished two-way selection mechanism between proprietors and the property management enterprises, and the property management business’ difficulty in collecting fees. As to these problems and learning from the experience of property management at home and abroad, this paper brings forward some constructive countermeasures, such as introducing in governmental supervision, setting up a market mechanism, making property management laws, taking the property management fee payment into personal integrity systems, and establishing a quality evaluation index system of property management.
