Analysis on Government’s Function in Public House Based Public Government Perspective
Public house for low income person, as societys fair need, is an important duty of service of government. Because low income households can not pay their house consumption through the housing market, the government should help them to solve the difficulty. Since 1998, the public house for low-and-medium-level income households has to a certain extent solved the problem. However, function misplaces, function omissions and function offside of government are very outstanding in this field. And they have already been paid more and more attention to in the various circles of society. The crisis of “market failure and “government failure eagerly requires innovation of government management theory. It is urgent to give a rational and appropriate definition about government function on house security. Therefore, in this article, the public administration frame in public house is constructed on base of public government theory. Some contents including to the scale range and responsibility system of government in the public house are analyzed respectively. Finally, the role and localization of government in housing security are pointed out. Some references are offered to the making-decisions and development in public house.
