An Empirical Study Impact of the Local Government’s Fiscal Ezpenditure on Residential Value

Now people’s angle of view in buying a house does not only base on the style, grades, facing, floor of the house itself and so on, but turn to the outdoors as well as a larger life space, while elegant environment, fast traffic, availability of medical facility and some other factors have been the significant conditions in people’s house purchasing. Historical study results and people’s experiences of buying a house indicate that the local government’s financial policy is an important factor that influences residential value. Based on elaborating the influencing mechanism of residential value, this paper take 25 projects in three districts of Harbin as sample, then performs a regression analysis of governmental expenditures and residential value. The result indicates: it is high relation between governmental expenditure and residential value that is the existence of the fiscal policy capitalization effect. And finally, from the conclusion it discloses the sense which it can make if the government advances the residential value.
