Planning Issues of Housing Security System for Urban Vulnerable Group

摘要：

This paper presents the definition and characteristics of housing vulnerable group, defines the housing vulnerable group as the urban object of housing security system, namely the group in difficulty whose house can’t reach the minimum standard of living. Based on the analysis of current construction and development situation of urban public housing, this paper aims at existing issues, proposes advices on the security range of public housing, construction mode and standards in combination with the existing experiences both at home and abroad and our current situation, puts forward the public housing planning suggestions concerning the urban development objectives, layout of public housing and optimization of urban structure, and comes up with the policy suggestions on aspects of legislation, source and channel of public housing security funds, management and implementation institution of public housing, the urban object of housing security system and the public housing supply channel, etc.
