Research on Investment Effect Evaluation Model of Urban Telecommunication Infrastructure
Telecommunication system, an integral part of urban public utilities, is one of the critical urban infrastructures. In recent years, the investment of urban infrastructure has been increased as well as urban telecommunication infrastructure. The public demand for urban telecommunication infrastructure has been greatly enhanced. Then it is essential to make investment effectiveness evaluations on urban telecommunication infrastructure. This paper is based on the theories of sustainable growth, synergy, value engineering, analytic network process and fuzzy comprehensive evaluation. Firstly, the investment index in urban telecommunication infrastructure has been defined on the basis of life cycle cost. Secondly, in terms of the efficiency of economy, society and environment, integrated evaluation index has been selected and the function evaluation index system of urban telecommunication system is built. The function index of urban telecommunication infrastructure is then confirmed. Finally, on the basis of value engineering, the investment effectiveness evaluation model of urban telecommunication infrastructure is completed, in order to offer quantitative analysis method of the investment in urban telecommunication infrastructure.
