The Empirical Study on the Evaluation of Science and Technology Competence of East China
This paper carried out an empirical study on the evaluation of S&T competence of six provinces and one city in East China in order to understand the status of the S&T competence of them. First, we built a comprehensive evaluation indicator system of S&T competence, which was constituted of 4 first grade indicators (including S&T input, S&T output, high-tech industry development, and the degree of coordination between S&T and the development of economy and society) and 31 second grade indicators. Second, we studied the S&T competence of six provinces and one city in East China with factor analysis method. At last, we divided the S&T competence of six provinces and one city in East China into three groups through cluster analysis. The results showed that there was a tremendous difference in S&T competence between provinces or city in East China. And it was urgent for some provinces to take measures to improve the S&T competence.
