Studies on the Supervision Mechanism of Construction Standards in China under the Background of GPA
Chinese government has started the negotiation on joining GPA (Government Procurement Agreement), which may bring a series of new challenges for domestic building standards supervision. Effective supervision of construction standards is important for China to realize the government procurement objectives of public projects. In this paper the influences of entry into GPA on the supervision of Chinese construction standards and related challenges brought to them were analyzed firstly. Then based on the Information Asymmetry Theory, macro-level and micro-level game theory models of construction standard supervision were set up respectively. Through model analysis, the deep functioning mechanism of construction standard supervisions was revealed. And the design outlines of regulating mechanism for construction standard supervision under the background of GPA were figured out. Finally, the propositions on improving the scientificity and rationality of the supervision system of construction standards were put forward.
