Applying Game to Analyze the Reason of the Government to Transfer the Mining Rights of Mineral esources by Auction
At present, there are some mineral resources questions in our country, such as the misuse and depletion-type use of mineral resources. The main reason for these problems is to obtain the mining rights of mineral resources at relatively low cost. The fundamental way to solve this problem is that the government transfers the mining rights of mineral resources by auction. This paper uses the game theory to briefly analysis the causes which the government transfers the mining rights of mineral resources by auction. Analysis results showed that: the allocation of mineral resources produced by the auction is Pareto optimal; government transferring the mining right of mineral resources by the auction, on the one hand can be owned by the state that is basically part of the proceeds would revert to state ownership, and on the other hand, it can reasonably bound the rate of resource consumption, enhance the economic benefits of resource utilization, protect and rational utilize mineral resources and achieve sustainable development of mineral resources development.
