Study on Risk Prediction and Management of Development and Utilization of Coastal Land Resources of China
Based on the present situation that serious marine disasters have occurred since 1990s in our country, the author thoroughly analyzes the characteristics of marine disasters which have been concluded to be with the essential features of timeliness, namely openness and dynamicity as well as uncertainty and predictability, so confidence and challenges of risk prediction and management of marine disasters exist side by side. Then, the history of domestic and foreign risk prediction research is reviewed. Previous study results and fields need to be researched are also summarized. On this basis, from the standpoint of risk management and control, the author believes that the most effective way to prevent marine disasters is to take into account this issue in the planning stage of development and utilization of land resources, to compile division map of marine disaster risk and establish risk management system. It is of important strategic significance and practical significance to ensure a sustained, rapid, safe and healthy economic development of coastal areas.
