River Ethics Oriented to Ecological Civilization
As a form of civilization based on the essentials involving harmonious symbiosis of human beings and nature, virtuous cycle, integrated development and continuous prosperity, the ecological civilization representing the orientation of civil development in the future has become an inevitable choice for social development of human beings. The rivers, serving as the basis of survival of creatures, are also the cradle of human civilization. Considering the general definition and motion characteristics of life, the rivers are zoetic as well, therefore, they own not only instrumental value but also intrinsic value, herein, depending on the intrinsic value; the rivers are endowed with rights of creation, continuity, cleaning, water utilization and integrality. Based on this cognition, the river ethics, which endues rivers with the definition of organic life and incarnates the scientific development? concept of harmonious symbiosis of human beings and nature by extending the human ethics to the relationship between human and rivers, was put forward. The approaches to practice the river ethics include; 1) establishing ecological civilization of rivers by culture; 2) researching new modes of conservancy and exploitation for rivers; 3) allocating water resources rationally and ensuring rivers water demand for natural service; 4)developing water-efficient society and relieving conflict between water demand and supply; 5)perfecting related laws and regulations along with strengthening enforcement to guarantee the rights of rivers; 6) promoting all works by sorts.
