Development of Flood Monitoring, Forecasting and Warning Technologies in the State Hydrometeorological Service of Ukraine
The natural conditions in the most of Ukrainian river basins are favorable for the flood runoff formation. The catastrophic river floods have been observed in many regions of the country during the last decades. The large economic damages and lives lost accompany these water hazards. In Ukraine one of the major requirements of comprehensive integrated water resources management is the development of floods management and protection, which includes a number of structural and non-structural measures. Among non-structural measures it is very important to develop of an effective flood monitoring, forecasting and warning system which enhances all (structural and non-structural) flood-reduction measures. The reliable above mentioned system consists of following sub-systems; meteorological and hydrological monitoring; collection and processing of data; forecasting and warning; dissemination of forecasts and warnings. The experience of technological development of the flood monitoring, forecasting and warning systems in the State Hydrometeorological Service of Ukraine (present state, problems, new challenges and ways of development), as the essential part of the national system of flood management and protection is presented in the paper.
