Proposals for Action Related to Utilization of Water Resources and Coping with Climatic Change in Lancang-valley

The Lancang-valley in China, more than 90 percent of economic social indicator values and 85 percent of water consumption occurred in Yunnan province, which is the main region of water resources exploitation and utilization in the river basin. Meanwhile, currently water supply system that mainly depends on river diversion works can not meet the needs of runoff effective controlled, which always causes seasonal water shortage of the whole watershed. MIKe BASIN was token as technique platform, based on the principle of laying equal stress on water resources protection, utilization and exploitation, to achieve water resources sustainable use by water saving and conservation associated with its high-effective utilization and reasonable allocation, according to the goal of eliminating poverty and setting out a road to prosperity in next 30 years. Under condition of global climatic change, the Lancang-Mekong valley has the feature of asynchronism between different regions and various trends; therefore countries in the upstream and downstream should work together to realize harmonious development through carrying out cooperative research on assessment of suitability, influence on exploitation and utilization of water resources caused by climatic change, associated with developing cooperative research on the theory and mechanism of compensation for watershed ecology and environment.
