Analysis of Several Relationships in Flood Control Decision
Real-time flood control decision is extremely crucial for the commanding of the fight against the flood threat. Different rivers in different parts of the world may have quite different engineering conditions and operational principles, but, in real-time situation with big flood, river authorities and governments will commonly have to deal with some key relationships and will have to make corresponding choices. This paper focuses on the dialectic analysis of some important facts or relationships, which are significant to flood control strategy and real-time flood control decision. They are the flood control strategy and real-time scheme/scenario; rule-based regulation and real-time operation; the optimal scheme and real-time operational solution; flood control exercise and real-time operation; the final loss and the evaluation of a real-time decision; decision makers right to make a decision and magnitude of a flood. Analysis is carried out based on the full and reasonable consideration of real-time floods. Conclusions are made for these relationships in terms of the requirement of practical operations. It is pointed out that some of these relationships have been misunderstood because of the unrealistic analysis and deduction during the non-flood time. And people need to pay more attention on the study of real-time situation and corresponding solutions under those facts that the big floods happen in very rare occasions and people have to prepare and make the plans for possible future floods with the clear and correct understanding of processes and situations of real-time floods.
