IWRM Performance Indicators-Pilot Ezperience in Africa

International Network of Basin Organisations (INBO) and African Network of BO (ANBO) developed and field -tested Performance Indicators adapted to the design and monitoring of the implementation of Integrated Water Resources Management (IWRM) principles in African Transboundary basins. There is a need to design shared procedures and tools adapted to the African context. European approach is not directly transferable to the African BO. While the knowledge itself might be re-usable, the method and types of indicators should be adapted. There is a need to design shared procedures and tools adapted to the African context. Current project aimsq at developping an appropriate method based on Key Performance Indicators (KPI) in order to build the capacity of basin organizations, helping among other: ·Basin Committees to define appropriate objectives; ·BO management to design Basin Management Plans and associated Programmes of Measures; ·Public participation to be active, by highlighting what is expected in terms of involvement; ·BO stakeholders to monitor the Basin Management process; ·Donors to assess the quality of work and the use of their funds. This approach is conceptualised for the long-term, through activities led during this 3-year project. The aim is to demonstrate how KPI can be useful, and to secure a sustainable scheme for the future, to strengthen the implementation capacity of RBOs. Activities being developed include: ·Discussions on the Africa compliance of a list of PI in selected voluntary basins wishing to test the scheme, including training actions. ·Pilot implementation in 5 African Transboundary basins; ·Dissemination of PI practices and tools adapted to different usages/levels of development, with a support for new Bos in the implementation process. ·Participative design of a long-run model for the scheme in order to assure its long-term acceptability. Following Basin organisations are pilot ones; Niger (ABN), Senegal (OMVS), Congo (CICOS), Orange (ORASEKOM), Lake Victoria ( LVBC), Lake Chad (LCBC), Volta (ABV), Gambia (OMVG), Nile (NBI) and Okavango (OKACOM) basins.
