Investigation of Sewage Discharge Outlets and Research on Supervision Methods in the Provincial Boundary Buffer Zones of the Yellow River Basin
Most of the provincial boundary buffer zones are located in the border areas of two provinces, they always have poor transport facilities as well as shortage of inspection and notice. Meanwhile, water pollution and dispute always happen in these areas. The investigation results show that there are only 35. 0% of the provincial boundary buffer zones reached the water quality goal of the water functional zones. Because of sewage discharge of some factories, some of the provincial boundary buffer zones are contaminated gravely. Most of the pollutant discharge outlets in the areas drain all the year round and the main pollution indexes are CODCr and NH3-N. The water quality of most of the tributaries is class IV~inferior to class V. Therefore, we must take some useful steps to reinforce the management of the pollutant discharge outlets and water quality monitoring. It is an effective way using integrative methods to improve the water quality of the provincial boundary buffer zones, such as setting up the inspection system for water quality goals of different provincial buffer zones and ecology compensation mechanism for water pollution.
