Analysis of Value Loss and Transfer by Land Acquisition of 1st Phase Components Taihu Basin Comprehensive Harnessing
Under the General Program of Comprehensive Harnessing of Taihu Basin, approved by the State Council with total earmarked fund of RBM 9.73 billion, Taihu Basin Flood Control Project which actually consists of eleven key components started for construction in 1991 and had been substantially finished by 2005. The total area occupied for construction of the key components is 10,400 hm2, of which 4,080 hm2.for permanent use and 6,320 hm2.for temporary use. Total populations of 58,643 are involved in the project land acquisition. The land value losses led by acquisition include two parts; direct loss, i. e. yield loss due to land acquisition, which happens both during and after the land acquisition, and indirect loss, i. e. the loss of farmers security sensitivity. Based on analysis of statistic and prediction on land losses and value transfer, the land acquisition for the project did not cause actual land value loss but transferred to project benefits. The achievement of projects is about 10 times of that of land losses of land.
