Ethics in the Modelling of International or Interregional River Basins
Modelling is nowadays an efficient tool to help the river basin management and in particular to help the coordination between competent authorities for the water management in large international or interregional river basins. Generally, difficulties do exist in implementing and operating models in these large basins due to important differences of objectives, approaches, data, between the different competent authorities. These difficulties can be surmounted if quite simple principles and rules are approved by all the partners at the early beginning of the process and are followed during all the modelling work. This paper summarizes six basic principles and rules that have been experienced and have been proved to facilitate the cooperative work necessary to implement and operate models in international or interregional river basins. These principles and rules are dealing with important aspects of the cooperative process such as the choice of the model, the variables to be calculated, the rights of property on the input data, the operator of the model, the joint approval of the validation of the model, the joint approval of the prospective scenarios and the joint approval of the model results before their use. An example of application of these principles and rules is given for the modelling of the surface water quality in the international Scheldt river basin (6 partners involved). These basic principles and rules can facilitate the rise of a new ethics of collaboration in international districts, based on a strengthening of mutual respect between all the partners. These principles and rules can be used or can be a source of inspiration for all kind of applications in international or interregional river basins.
