On the Information and Functional Requirements of the Comprehensive Flood Control Meeting and Decision Support Software System

Flood control and management discussion and decision are critical for actions dealing with floods in a real-time condition. Most of the authorities of big rivers and commanding centers of provinces and cities are equipped with formal meeting rooms or meeting halls-a kind of meeting and decision centers, which are similar to the so-called flood control room but more powerful, usually have all the necessary ICt hardware and software for discussions and making decisions. These meeting centers usually have devices such as remote TV conference system, Internet and intranet connections, voting system, large-screen projection systems, and software systems for providing all necessary information and supporting decisions. Thus, a center is connected to all its relevant upper level commanding centers, its branches and key engineering sites in a network context. For such environment, there have been many discussions about how and what the software system should be built to meet the real-time operations. Experts suggest that more efforts are needed to look into the real requirements of such software systems in order to make them really practical and powerful in real-time operation. This article explores the information and functional requirements for the software system for these centers, based on the study of discussion and decision meetings as well as the analysis of real-time operational processes. Conclusions for the requirements are made. According to the authors, the hardware for the meeting can now be built properly according to the need of the meeting environment while much need to be done to improve the concept and the way for developing the software system. The system should not only be a tool to seek and to show information needed by the discussions and meetings, but also to provide efficient and professional support for analysis and decision, especially in respect to the changing of engineering operational scheme.
