A Framework Construction Study on Modern River Basin Water Resources Management System in China
China is both a water-consuming and water-deficient country. Particularly, with the global climate change and China s rapid economic development, the situation of water resources has become very serious. The establishment of a scientific and efficient modern water resources management system is very significant and has hopeful application prospect whether from academic angle or practical direction. Taking river basin as a unit, identifying the river basin management situation by using our evaluation indexes on integrated ecosysteM management ensuring system, using international water resources management experience as the reference, the paper discusses the framework of building the modern water resources management system, including idea framework system, scientific and technological supporting system, implementation guarantee system, action and implementation system and supervision and evaluation system.
