Upgrade Groundwater Management Level in the Yellow River Basin through Reinforcing Dynamic Monitoring
The most dynamic monitoring of groundwater in Yellow River (YR) basin began from the latter 1970s, and all works are charged with each provincial relative department. Due to lack of the integrated management, funds and professional staffs etc., it is difficult to obtain high quality groundwater monitoring data. The groundwater in YR basin, a water resources shortage basin, plays an increasing role in social economy construction and living of human-being. The developing and reinforcing of groundwater dynamic monitoring in YR basin is the primary job to carry out water resources allocation, unified management, groundwater protection and sustainable utilization. Because of the eager for quick success and instant benefit and blindness in the process of water resource utilization, a lot of problems appeared, such as salinization in irrigation areas, the increasing of quantity, height and width of the groundwater descent funnel, unbalanced water quantity in part sections, and local water quality deterioration and so on. In order to solve the above issues and heighten the administrative level for groundwater in YR basin, the efficient approaches are the following: monitoring stations plan and construction for groundwater, technical standards of monitoring, compiling and management, edition and release of Croundwater Dynamic Bulletin, groundwater experimental study, groundwater protection and monitoring capacity building, and enlarge the investments for groundwater dynamic monitoring.
