Study on Management Mode of Flood Control Projects in Lower Yellow River-the Subject Study of ADB Loan Project for Yellow River Flood Control

摘要：

There are three management modes of flood control projects in lower Yellow River, namely the System of Project Corporation Responsibility, Self-management System and Agent Construction System. This paper firstly makes analysis and comparison of advantage and disadvantage of these three modes. According to management practice of Asian Development Bank (ADB)loan project for Yellow River flood control, this paper concludes a new type project construction mode-the Comprehensive Management Mode. It assimilates advantage from three existing modes and is provided with advanced management concept of ADB.
