Current Situation, Problems and Prospects of Water Right Transfer of the Yellow River
From 2003, water right transfer in Yellow River began to implement. In this paper, the status since the implementation is summarized. The situation of 5 pilots and 26 projects of water right transfer is briefed. In process of implementation of water right transfer of Yellow River, the management system, technical system and monitoring system of water right transfer with the characteristics of Yellow River are formatted initially. On the basis of summing up the status, the paper analyzes the shortcomings in the current practice of water right transfer from the initial distribution of water right, the system of water right transfer, the cost of water right transfer, as well as the monitoring and evaluation system of water right transfer. And the paper points out that the allocation of initial water right is not complete and has not considered an appropriate amount of water should be reserved to the Government; a complete system and supporting systems of water right transfer has not yet been formed; the composition and calculating method of the transfer cost is not perfect; monitoring system has still many problems in the monitoring content, the monitoring scope and scale monitoring technology and so on. A standardized evaluation system has not been established. Also the paper looks ahead the direction of future development and research, and suggests to further study the diversification of the forms of water right transfer, deepens the basic research of water right transfer, perfect system of water right transfer and so on.
