Reducing Agricultural Water Use: Picking Fruit from the Low Level Branches
New effective measures are needed to reduce agricultural water consumption. The balance of evidence does suggest that near water crisis conditions exist across a sizeable fraction of North and Northwest China. Evidence suggests that fanners have been more proactive than irrigation districts or local government in responding positively to the crisis. The latter have little room to manoeuvre. Rural extension is said to be undergoing reform but emphatic and efficient work is sorely needed in agricultural water management. National government might usefully consider the successful initiatives for rural water use efficiency promoted by the Australian government, as well as using cunguan as rural agents to help implement such initiatives.
