The Implementation of Irrigation Modernization Theories and Approaches--A Case Study of Jiamakou Yellow River Diversion Project
China is one of the largest agricultural countries, and irrigation plays an important role in agriculture production and rural development. Rapid growth of population and economy combined with urbanization brings more and higher requirement to irrigation systems. However, a great majority of large and medium-sized irrigation systems in China was constructed in 1950s~1960s, and is characterized with degraded facilities, uncompleted infrastructures, improper institutions and outdated management which can not meet the new requirements and resulted in poor performances. Therefore, the only way out is irrigation modernization to address all institutional, managerial and technical issues comprehensively and systematically. Jiamakou Yellow River Diversion Project (JYRDP), commenced in 1958, is the first large-sized high-lift irrigation project. Similar to other large and medium-sized irrigation systems, JYRDP underwent the periods of economic hardship, planned economy, and economic reform and experienced glories and the existence crisis. Facing the difficulty and crisis, JYRDP introduced irrigation modernization theories and technologies according to the actual situation of irrigation system; firstly, upgrading project facilities and solving the life problem (water source); secondly, reforming management system and solving the existing problem; finally, improving irrigation benefits and realizing the steady development of irrigation system through both reform and upgrade. The implementation of irrigation modernization demonstrated that infrastructure capacity has been strengthened and service levels have been improved-thus making an important contribution to local agricultural development, enhancing farmers income and nurturing the rural environment. This paper analyses the implementation of irrigation modernization theories and approaches in JYRDP and is divided into five sections. The first section introduces the JYRDP. The second section analyzes the irrigation benefit and evaluates the management and service level through the historical data from JYRDP and the results of RAP (Rapid Appraisal Process) by Food and Agricultural Organization of the United Nations. The third section describes the action procedures of irrigation modernization in JYRDP. The fourth section discusses the essentials of irrigation modernization management and finally the conclusion is presented.
