Research on Management Measures for High Efficient Water Use of Agricultural Irrigation in the Yellow River Basin
High efficient water use management is an important technology for water resources sustainable utilization of agriculture and the whole Yellow River basin. At present, the irrigation water use efficiency is low because management means is single, management system and water fee mechanism is imperfect and water-saving consciousness is weak. Aiming at these problems in water use management of agriculture irrigation, this paper proposes the following countermeasures, ①administrative and legal measures, include establishing SIDD by use of property rights theory and improving relevant laws and regulations, ②economic measures, include establishing water pricing mechanism on the base of users bearing capacity, improving water fee collecting and management system and perfecting compensation, investment and economic incentives mechanism, ③technological measures, include establishing water resources monitoring network and information systems by 3S and computer technology and generalizing proper water-saving technology, and ④propagandistic measures.
