Analysis and Indication of Questionnaire Survey on County-level IWEMP of Beijing
To ensure a healthy development of rural hydraulic engineering, supported by the Water-saving Irrigation and the Water-saving Society Development Pilot Project which is sponsored by the World Bank, the tongzhou district in Beijing established the Water Users Association(WUA) according to the uniform arrangements by the local government of Beijing. It aims to encourage more farmers to be involved in the hydraulic engineering construction and management and to fully exert their master consciousness and enthusiasm for water conservancy construction. By means of questionnaire survey on WUA, primary water managers recognitions on current situation of water resources and environment in Tongzhou district have been understood, which contributes to identify potential problems in utilization of water resources and management of water environment and provide reliable reasons and evidences for making effective management schemes acceptable by various stakeholders in Tongzhou Integrated Water and Environment Management Planning (IWEMP). The analysis shows that the understandings on water resource and environmental issues from primary water users differ with those from experts. So, in order to implement management schemes on water resources and environment in counties smoothly, public opinions from bottom to top must be fully considered and multi-level interactive management should be carried out.
