Study on the Design of ET-Based Water Rights Management System
Following the idea of real water resources saving, this paper thoroughly analyzes the significance of establishing ET-based water rights management system, and constructs an ET-based water rights administration system from the perspectives of institutional design and mechanism design at the levels of water rights allocation, supervision and transfer respectively. This paper aims at further promoting and improving water rights management system construction in China and making full use of water rights management system in solving water issues.
