Application of the Financial Incentives in Sewage Sector for Small Town
Under the GEF grant support program, approximately US $2.0 million, under the administration of the TCAc PMO and the Finance Bureau, has been earmarked to subsidize wastewater treatment plant operations in Hangu. The purpose of the sub-grant can be three folds: As an output-based aid to subsidize the Hangu Government for the operation of the wastewater treatment plant through DBO contractors during the early period of operation. As an award to the Hangu Government to ensure that the discharge from the wastewater treatment plant operated by DBo contractors meets the applicable discharge standard. As an incentive to encourage the Hangu Government to increase the wastewater tariff gradually according to its development plan, so that the tariff can be ultimately sufficient to cover the total wastewater management cost.
