THE MEUSE/HAUTE-MARNE CENTRE: NEXT STEPS TOWARDS A DEEP DISPOSAL FACILITY
This paper presents the main results obtained during a decade of scientific activities in the Meuse/HauteMarne Underground Research Laboratory located on the eastern boundary of the Paris Basin, in the CallovoOxfordian clay rock formation. The Underground Research Laboratory (URL) was built in the framework of Andras research program into the feasibility of a reversible deep geological disposal of high-level and intermediate-level long-lived radioactive waste (HL, IL-LL). Its underground drifts have been used to study a 160-million-year old clay layer. From 1999 to 2006, the scientific program was dedicated to the demonstration of the feasibility of a deep disposal facility in a clay rich rock. The main outcomes of this research have been published in the so called Dossier 200S. They deal with: ·Confining properties of the rock mass (permeability, diffusion and retention parameters, pore-water composition), ·Thermal properties, ·Representativeness of the parameters obtained on samples, ·Horizontal continuity of the intrinsic properties of the argillaceous rocks and the absence of fractures on the laboratory site, ·Feasibility to build and support shafts and drifts in this rock mass, ·Construction and testing of the first drift elements, forerunners of the sealing systems of the disposal facility. The 2006 Planning Act adopted this disposal concept as the reference solution for the longterm management of HL and IL-LL radioactive waste. Today, research is continuing into the design and sitting of the disposal facility which could be commissioned by 2025, if its licence is granted in 2016. The experimental activities in the Meuse/Haute-Marne URL have been organized around three axes: ·Design and run technical processes for drifts and vaults, construction and closure. ·Acquire new scientific data for the design of the disposal facility (thermal and hydro-mechanical behaviour) and for the safety assessment (migration properties and large scale clay properties variability). ·Carry out real-scale experiments in view of demonstrating the technical feasibility of a deep disposal facility. Through these programs the Laboratory will help Andra to develop a concrete approach with a view to proposing suitable architectures and management methods for a deep disposal facility, to allow by 2016 the decision for the start of the construction of the shafts and drifts of the new disposal facility. In June 2009, the Meuse/Haute-Marne Center was created, integrating the URL and a Technological Center. The main aim of this Center is to prepare the construction and the licensing of a Deep Geological Disposal facility.
