The so-called severely destructive earthquake refers to the earthquake higher than the 7-degree magnitude happening in the high-density area, which leads to the serious casualties. Earthquake, the unpredictable disaster, always causes thousands of casualties, even in Japan, a country with abundant earthquake experience. For example, on Jan. 17, 1995, there was a 7. 3-degree magnitude earthquake in Hyogo Ken, causing 6432 deaths, more than thirty thousand injuries, and hundreds of thousands of homeless. The reconstruction after earthquake is urgent, as well as scientific, combining recent aim with far-reaching benefits. Therefore, we should sum up experience, and discover a reconstruction way respecting both nature and human beings.
