Study on the Non-governmental Organizations in Public Crisis Management of China
Public crisis management is an important area of public administration. It is the Government and other public organizations, which the activities of public crisis under the guidance of a total management concept, through monitoring, early warning, emergency response, assessment, restoration and other measures to prevent and mitigate disasters, the activities of public crisis. NGO has raised began in the 1980s of the 20th century in the global scope. The international community on the definition of NGO, the more popular is a Johns Hopkins University, Professor Leicester Salamon, he defined NGO have five characteristics: (1) organization, (2)non-governmental, (3)non-profit, (4) autonomy, (5)voluntary. In the five characteristics, non-governmental and non-profit NGO is recognized as the basic features. Non-governmental civil society can also be interpreted as grass-root organizations, that is, the spontaneous formation of social NGO, the independent operation of the government system; nonprofit NGO with the market shows the differences between economic organizations, it is a not-forprofit purposes, not for profit members between the dividend. We can know that the meaning of this definition reflect the understanding of the modern Western countries, markets, civil society, the separation of the three models. Since the western countries more in line with the definition of the basic situation of NGO, which has been widely recognized.
