The Capacity-Building of Civil Defense Department
In risk society, the public is facing the full spectrum of disaster risk, although the governments whole emergency plans were divided into natural disasters, accidents, public health incidents and social security incidents, but the pubic should do everything for protecting themselves from each injure by their own effort, including families and individuals. The public takes appropriate technical measures under the advice of government information release and basic resources as the safeguard of disaster protection. Obviously, the disaster management of any emergency department couldnt replaces the emergency response activities of the public, meanwhile, if there were no co-ordination and support from public, governments effort with various technical and management measures would be ineffective. Therefore, it is necessary to keep a department which will organize the public for disaster preparation, teach and train the masses, direct the protection activities of the public, and help them when disaster is coming. Civil Defense Department is a professional department, its basic duty is to reduce the losses of lives and properties of the public and erase the impact on the environment against the war and disasters.
