China & International Protection of Marine Environment

The importance of the oceans and seas has long been recognized by mankind in their communication, defence and exploitation of the marine living and non-living resources. Therefore competition and conflicting sovereign claims by states over the oceans and seas are as old as states. The legal rules of the law of the sea are as old as international law. Hugo Grotiuss Mare Liberum (1609)1 was considered as an important early source of both the law of the sea particularly and the international law generally.
