A Review and Critical Analysis to The MSC ILONA Oil Spill Incident at Pearl River Estuary
On December 7th, 2004, a ship-crash at the Pearl River Estuary near Guangdong Province of China caused an oil spill of fuel in the amount of 1280 ton from the vessel MSC ILONA. Due to the winds and sea currents, as well as the proper emergency treatment from relevant entities, the oil stain was kept from propagating onto the coast. Nor there has been catastrophic wide spreading of the oil spill. After the incident, Guangdong Maritime Safety administration (GMSA) and Guangdong Provincial Oceanic and Fishery Administration (GPOFA), representing the clean-up entity and the aggrieved party respectively, lodged claims to the entity responsible for the incident, and then settles the claims with it via negotiations. Looking back to the emergency treatment and the post-processing to this incident, we are inspired to study and further perfect our works on such perspectives as the construction of the collaboration system of regional emergency treatment to oil spill, the legal safeguard to lodging and settling claims, and the efficiency enhancement to the emergency treatment of oil spill.
