Control on Vessel-Source Oil Pollution in the Taiwan Strait Area-Cooperation of two sides of the Taiwan Strait
In history, a great number of catastrophes which related to oil pollution from vessel-sources happened in busy traffic straits1.Taiwan Strait is one of them. After the two sides of the Taiwan Strait Maritime Agreement were signed in November, 2008, marine communication is becoming frequent between the two sides of the Taiwan Strait, and the occurrences of grave pollution accidents may increase accordingly. According to the Article 8 of the Agreement, it is a better way to make the policy on oil pollution from vessel-sources control of each side of the strait clear and concrete2.The cooperation is also necessary and urgent. On the basis of the realistic condition, legislation of the two sides, and the relevant provision of the International Convention in this field, the article will explore the Chinas relevant policy and the possibility and process of cooperation for the two sides. Some relevant suggestions will also be proposed. Less political concern will be given on this field and the regulation of the two sides mainly based on the Convention of International Maritime Organization, thus, the study is practicability and feasibility. The issue (protect the ocean environment) reflects the common interest of Chinese nation, and is also the reflection of Chinas responsibility for ocean environmental protection.
