The Value of Soft Law in the International Legislation of Marine Environmental Protection
The soft law situation is comparatively prominent in the field of international law. Through the review of declarations and resolutions of some international organizations which play an important role in the international legislation of marine environmental protection, this art. analyzes their legal significance and points out that declaration and resolution of international organization reflect common faith on marine environment protection shared by international community in the field of international legislation on the protection of the marine environment, although they are not the source of international law in the old days. These soft laws provide some beneficial principles and regulations for the countries to constitute and develop their domestic legislation of marine environment protection and provide the foundation for countries which can not obtain the international cooperation in terms of the official consideration in International Convention.
