Basin Initial Water Right Harmonious Allocation Model of the Second Hierarchy

摘要：

The definition of basin initial water right harmonious allocation of the second hierarchy is put forward on the basis of system harmonious theory. Then, interactive objective step tradeoff coupling model is given based on interactive decision theory, combining interactive step tradeoff method with objective programming model, to take the knowledge on water right initial allocation of different water sectors in different regions into account, and realize harmonious allocation of basin initial water right of the second hierarchy passing the harmony analysis on basin allocation scheme.
