The Optimal Concession Term Design of BOT Item under Asymmetric Information

摘要：

The concession term of BOT item has been receiving more and more attention of the scholars around the world because it is the critical factor of both the risk sharing and benefit distributing. Recently, many scholars has put forward kinds of method to establish the concession term of the BOT item, based on these studies, this article find that the concession terM has influence on the imput of the item company, nevertheless, the imput of the item company will determine the life of the item and the service quality of the item. moreover, it will infect the social benefit. So the government should establish stimulating concession term to encourage the iteM company to increase imput of the item so as to ensure the social benefit. Because the government and the item company has asymmetric information on the imput cost of the item, with principal-attorney the. using the maximation of the benefit of the government as the goal and participation of the item as the restriction, this article builds an optimuM concession model in which the government and the iteM company can achieve dual-win, moreover, this article discuss the conditions which favor the dual-win. In order to achieve the dual-win between the government and the item company, we must improve the management ability of the item company, ensure the investing imput of the item and strengthen the supervising and supporting on the item company.
