Bilevel Energy Policy Planning Problem and Its Solution using Goal Programming

In this paper, we have formulated a bilevel linear programming problem for a bilevel energy policy planning problem. The bilevel linear programming is a sequence of two optimization problems where the constraint region of the first is determined implicitly by the solution to the second. The energy policy planning problem is modeled in such a way that the policy objective function is optimized subject to the constraints on and consequences of policy options. In such problems two decision makers are located at different hierarchical levels each independently controlling only one set of decision variables. Further, we have formulated a goal programming problem equivalent to this bilevel linear programming problem. A linear preemptive goal programming algorithm is also presented to solve this equivalent goal programming problem.
