Participatory IEM Approach Used in Land Degradation Control in the Community: a Review on Mandulahu Gacha (Village) Pilot Site in Naiman Banner Inner Mongolia
Since the pilot site in the village of Mandulahu, Naiman County of Inner Mongolia was initiated several years ago, evident accomplishments worthy of extension have been achieved in fulfilling its goals, though the project had some difficulties at the beginning as it was hard for the rural households to change their attitude toward accepting the IEM concept and to actively participate in the project. The IEM concept includes innovative ideas, identification of the starting point, explicit background information of the project, assurance of the participating people, fair opportunity of participation, flexible arrangement, provision of extensive training, and catering to the need of the local people, etc. The accomplishments of the project include conservation farming, testing of soil properties prior to fertilization, water-saving irrigation, utility of solar hot water tank and solar stove, extension on use of compact fluorescent lamps (CFLs), sorting of domestic wastes, and utilization of biogas in winter, in Naiman. One of the noteworthy accomplishements and highlights of the project is that the IEM concept has been integrated with former Ecology-Economy mode established for combating land desertification, so that not only Recycle Economy and sustainable theory were sufficiently taken into account in the project but also IEM concept was innovated and improved in theory as well as improved and extended in practice. Apart from the above mentioned accomplishments, the advantage of participatory management has been sufficiently exerted so that the IEM concept has been applied in rural community activitities and deeply rooted in their minds in less than two years. Anyway, the accomplishments of the project would not be made without supporting from the national and the local governments and hard works from the coordinators at county level. The concepts of IEM and land degradation control have been widely accepted by the rural community and will be widely applied to guide the production activity in the near future.
