Legislation on Prevention and Combating Desertification Caused by Land Use in China
(0) China is one of the countries facing most serious desertification problem in the world. Among other causes, excessive and inappropriate use of land is the most important factor. It is necessary to deal with the problems based on legal mechanisms. Although with some related laws, regulations and rules, China still has to take more efforts during the further legislation on such aspects as planning, ownership system, monitoring and evaluation, market mechanisms, management system, legal liability, etc. Most of these problems are the negative consequences of defects in management philosophy, administrative system and legal mechanisms. The solutions for these problems are proposed in this paper.
